The “distinction” made between poverty and extreme poverty does not resolve the issue and fails to address the root causes of this phenomenon, which leads to human rights violations. It would be perilous to determine or formalize such a differentiation in law, a differentiation that is, moreover, socially dangerous. Furthermore, it is extremely difficult to measure poverty using methods and indicators developed by the World Bank. For this reason, in our view, the Guiding Principles should apply to poverty as a whole.
