The debate in this morning’s Working Group focuses on the implementation of the Right to Development. Most of the elements contained in the two documents presented to the Working Group for the elaboration of a convention on the Right to Development are important and commendable. But we would like to remind this assembly that the basic reference for the right to development is the Declaration on the Right to Development adopted by the UN General Assembly in 1986 in order to achieve the desired objective. Admittedly, this Declaration was adopted at the time with one vote against and a few abstentions, but it was not put into effect and has not been to this day.
