Contrary
to what is being preached, neo-liberal policies do not lead to any
improvement in the living conditions of all, nor to a reduction
of inequalities. Rather, these policies thwart the sharing of knowledge,
the preservation of the environment and the rational and democratic
"development" that are more necessary than ever. The gap
between the economic systems of the centers of power and those on
the periphery of the world economic order continues to widen, as
does the gap between the promises from technology and science of
prodigious development and the real development of human beings
in all their capacities.This gap is at the very heart of the perpetuation
of the neo-liberal system.
The concepts of democracy and sovereignty of peoples, while duly
acknowledged in theory, are being progressively subjected to such
restrictions in practice that they are becoming formalities devoid
of substance. The "authorized" world view is currently
that articulated by those holding economic power. In the name of
an "invisible hand", supposedly beneficial for everybody,
all impediments to the free flow of capital across the entire planet
have been abolished, and instruments that gave peoples some sort
of control over their future have been abandoned. The seven major
economic powers of the world (G-7) -which preside over the International
Monetary Fund (IMF), the World Bank, the World Trade Organization
(WTO) and, with the exception of one of them, NATO- define the political,
financial, economic and military policies of this pyramidal power
system.
In our opinion, globalization on a neo-liberal model constitutes
an obstacle to the enjoyment of economic, social and cultural rights
and, particularly, of the right to development.
For this
reason, globalization must be denounced, and those who are resisting
globalization must be encouraged to experiment and develop theoretical
and practical alternatives. |
